Robert Sandoval - MMWD - Division 2
Robert Sandoval is a husband and father of two toddlers in the Peacock Gap neighborhood. He is Vice Chair of the San Rafael Park & Recreation Commission, and a Board Member of the San Rafael Public Art Review Board and Point San Pedro Road Coalition. An experienced lawyer, Robert’s experience spans the private and public sectors, including serving as a California Deputy Attorney General, clerking for two federal judges, and working as a senior associate at the international law firm, Morrison Foerster. Robert currently serves as in-house counsel at a private financial services company.
Robert holds a B.A. in Politics and Economics from Occidental College, and a J.D. from the University of Chicago Law School.

As your current North Marin Water District Director (District 1) and as a Professional Engineer with many years working on large water systems, I deeply value the public infrastructure entrusted to us. Also, as a dedicated public servant for the last part of my career, I am committed to improving our water service for generations to come. I see the importance for public service, and all it brings for the vitality for our communities. Water is Life!
Las Gallinas Vally Sanitary District
Barry Nitzberg - Las Gallinas Vally Sanitary District
A North Bay native, Barry Nitzberg received his B.A. degree in Geography from San Francisco State University. A journeyman plumber in his early years, Nitzberg transitioned to working as a Territory Manager for a major plumbing manufacturer, until he was recruited by his best customer, the employee-owned PACE Supply. At PACE, Nitzberg served as Senior Vice-President of Sales, Marketing and Organizational Development. In that capacity, he traveled extensively throughout the world. Nitzberg retired in 2015; he and his wife live in the Santa Venetia neighborhood in San Rafael. In May 2024, Barry was appointed, by unanimous vote of the Board of Directors of the Las Gallinas Valley Sanitary District, to fill a vacant seat.
Southern Marin Fire Protection
Cathryn Hilliard - Southern Marin Fire Protection
Cathryn Hilliard is running to retain her Southern Marin Fire District board seat. She’s a lifelong Democrat and worked as staff in both houses of Congress. Hilliard’s son became the first Southern Marin Fire District employee when the district was formed and inspired her to run for the board. She helped develop a more efficient agency that makes the very best use of every hard–earned taxpayer dollar. Hilliard is Marin Women’s Political Action Committee immediate past president, Marin Wildfire Prevention Authority’s vice president, Marin Emergency Radio Authority board member and a LAFCO alternate.
If reelected, she plans to expand the district’s outreach to young women who are interested in the fire service. Hilliard said the districts “HER-O girls fire camp“ last summer was a huge success.
Clifford Waldeck - Southern Marin Fire Protection
Clifford, a lifelong Democrat, is active in Marin, San Francisco and statewide. Appointed by Governor Gray Davis to serve on the San Francisco Bay Regional Water Control Board and recently appointed by Governor Newsom to serve on the Board for Professional Engineers, Land Surveyors and Geologists.
Over the years, Clifford served as President of San Francisco’s Robert F. Kennedy Democratic Club, was a White House Motorcade Driver during the Clinton Administration, a delegate for both State and National (1996) Democratic Conventions and, as the owner of Waldeck’s Office Supplies was a generous in-kind donor for Democratic Headquarters in San Francisco and Marin.
A former Mayor and two term Mill Valley Councilmember and is the City of Mill Valley’s first resident to serve on the Southern Marin Fire District Board.

Courtney DiCarlo - Tamalpais CSD
Courtney is dialed-in to what the community is looking for and ready to roll up her sleeves. Her experience as an Executive Assistant, longstanding volunteer, impassioned fundraiser and mom have prepared her well. She is dedicated to strengthening communities through her volunteer work as an active respite provider for foster families through “Friends of the Family'' (a Marin Health & Human Services program), and regular volunteer work with the Marin Foster Care Organization. She serves as Fundraising Chair on the PTA Board of Edna Maguire Elementary and is an on-call substitute teacher for the MVSD. As a parent of two school-aged children, she lives every day with her finger on the pulse of the people bringing life to the community.
Matt McMahon - Tamalpais CSD
Matt joined the TCSD Board of Directors in 2015 and currently serves as the Board Vice President. In his term, Matt has also served as Board President and on various ad hoc committees focused on innovation and improving long term finance, stability, and operations of the district's three operational areas: sanitation, solid waste and parks and recreation. Prior to joining the Board in 2015, Matt served on the TCSD Parks & Recreation Commission from 2013-2014 and has been a regular TCSD volunteer since 2012. Matt has lived in Tam Valley with his family since 2002. In his spare time, you can find him enjoying family time, exploring outdoors, coaching youth sports, and volunteering at Tam Valley events.
Steven Levine - Tamalpais CSD
Steve has lived in Tam Valley for 32 years and has served on the Tamalpais Community Services District's (TCSD) Board of Directors since 2015. He previously served on the District's Park and Recreation Advisory Commission and regularly volunteers at numerous community social and holiday events. He is also the TCSD Liaison to the Sausalito Marin City Sanitary District.
Steve holds degrees in landscape architecture and environmental science from Syracuse University and the New York State College of Environmental Science. While working for the Corporate Real Estate Divisions of Wells Fargo and Bank of America he gained over 40 years valuable experience in property management, strategic and financial planning, contract negotiation and administration, business resumption and energy management.
Steve seeks to continue his work with TCSD in promoting its mission of protecting and enhancing a happy and healthy Tam Valley. He is a strong supporter of its first-class programs of refuse, composting and recycling services, sanitary sewer collection, and parks and recreation.
Steve will continue to focus his efforts on cost management, analyzing and enhancing the delivery of our services, and representing the residents’ best interests in the decisions he makes while serving on the TCSD Board.
Steve is an active and vocal participant in all decisions made by the Board. He has a full understanding of the history of Tam Valley and the role the Board plays in the success of the services we deliver. A recent community wide survey of Tam Valley residents proved that an overwhelming majority of our community members are more than happy with the Boards professionalism and accomplishments.
